The Corps des muets could not speak

The Corps des muets is the nickname given to the Legislative Body under the Consulate. This assembly adopted or rejected laws without ever being able to debate them, after simply hearing the rapporteurs from the Tribunat and the Council of State. The legislative power was then divided into three assemblies by the Constitution of the Year VIII which came into force on 25 December 1799.
