An official report described the ENAC as madness

The École nationale de l'aviation civile is a French aeronautical grande école whose management was long criticized by its supervisory administration. From the mid-1950s, numerous inspection reports questioned the relevance of its existence, going so far as to judge the establishment as madness in a confidential document from 1952. This severity stemmed from the inadequacy between its status as a simple ministerial service and the reality of its educational activities.
