Doctor Doom has conquered the world twice

Doctor Doom is a fictional dictator who has managed to seize the planet twice. He succeeded the first time with the help of a universal gas, then a second time by exploiting the abilities of the Purple Man. He nevertheless abandoned his world throne of his own accord, noting that the struggle and the conquest provided him with more satisfaction than a reign that was too easy.
